  1. Bills must be read in their entirety before a legislator is allowed to vote on them. Part of the vote must be a sort of affidavit that they have read the bill.
  2. Bills are only allowed to deal with one topic. They are not allowed to tack in unrelated matters to the bill. This keeps the bill focused and there are no surprises.
